Best way to shoot winter in summer?

Got a film I'm directing sometime May-July. Script is set in the UK, mostly alleyways and streets. Problem is, I want the film to be set in winter!

I was wondering if anyone has any tips to obtain the winter look in summer with a low or high budget (budget is most likely to be in the higher end), apart from the wardrobe.
